3/8" equivalent is M10 and the I.D is 0.06mm smaller but will be fit for purpose in the majority of circumstances. A washer has multiple purposes depending on it’s’ shape, form and material. Other uses are as a spacer, spring (belleville washer, wave washer), wear pad, preload indicating device, locking device, and to reduce vibration (rubber washer).
